Senior Developmental Disabilities Services Specialist
Connie Cochran has over forty years of experience and most recently served as a Deputy Commissioner with the Virginia Department of Behavioral Health & Development Services. During his 5 plus years with Virginia, he was responsible for downsizing the state-operated Developmental Disabilities Training Centers, developing new Medicaid Waiver funded services, and implementing new systems and processes set forth in the 2011 U.S. Department of Justice Settlement. From 1985 to 2013, he was the Chief Executive Officer of three successive non-profit agencies, which provided services to individuals with developmental disabilities, mental health and other co-occurring disabilities in Virginia and North Carolina, as well as a nine-month period as interim CEO of United Cerebral Palsy Association of the U.S. In addition to his knowledge and expertise on developmental disability services and systems, he has extensive experience in organizational management & structures; in collaboratives, coalitions, joint projects, mergers and acquisition; in negotiating funding agreements with a major foundation and state agencies or their local quasi-governmental agencies, and has served on national boards.
